Born in Japan as the Honda "Zoomer" in 2001, it hit the U.S. as the Ruckus in 2003 and became a strong seller by 2005. Honda improved the engine ventilation and bumped the redline in 2006 — so 2006-and-newer models are a touch quicker. Over 20 years later, the design has barely changed, because it never needed to. That's what a classic looks like.

A 49cc scooter is generally a moped if it's ≤50cc and ≤30 mph. NC requires the moped to be registered with a plate, the rider to be 16+, and a helmet. A faster setup can be classed as a motorcycle — confirm with NCDMV. No motorcycle license is needed for a true moped.
FL requires a moped rider to be 16+ with a valid driver's license, the moped registered with a plate, and a helmet for riders under 16 (smart for everyone). A moped is ≤50cc and ≤30 mph — confirm classification with the FLHSMV.
